Many thanks for providing these details. The fullest definition dating to just prior to the Future Force project can be found in the Army Doctrine Reference Publication , Unified Land Operations :. Expeditionary capability is the ability to promptly deploy combined arms forces worldwide into any area of operations and conduct operations upon arrival. Expeditionary operations require the ability to deploy quickly with little notice, rapidly shape conditions in the operational area, and operate immediately on arrival exploiting success and consolidating tactical and operational gains.
Expeditionary capabilities are more than physical attributes; they begin with a mindset that pervades the force. The U. Turning now to the French army, we find that it embodies many of the desired attributes mentioned above. Of particular interest, however, is not the degree to which the French army is expeditionary, but rather what the French example implies for U.
Army assumptions, as well as the risks involved if it were to become more like the French. France first responded by committing to the fight special forces SF assets that were already in the region. While the SF focused on stopping the offensive and rallying Malian army defenders, France rushed general-purpose troops into theater.
The first to arrive—also on January 11—were units flown in from Chad, where they had been engaged in a long-running operation. The French employed fast-moving armored columns combined with airborne and air-land operations, coordinated with SF and with air support from the French air force. The French took Gao on January 25 and Timbuktu 4 days later. They kept moving quickly, securing distant Kidal—the epicenter of Tuareg militancy—by January 31, and Tessalit on February 8.
The campaign climaxed in February and March as French and Chadian forces converged on the Adrar des Ifoghas mountains, where remaining militants made a last stand. Serval continued on a smaller scale until it officially came to an end on July 15, , when it was subsumed into a new regional counterterrorism operation, Barkhane. Nine French soldiers lost their lives fighting in Mali between January 11, , and July 15, The French in Mali demonstrated a number of features of interest to this article.
The French in Mali demonstrated an ability to tailor their forces, deploying relatively small task-oriented formations. Although it is difficult to compare the French and American armies, in our assessment of the French forces deployed to Mali compared to U. Setting aside the unknown number of SF troops who were present in Mali before Serval began, the French contingent in Mali—whose northern half alone is roughly the size of France—started at zero.
For example, the first non-SF group to arrive in Mali was a man sous-groupement tactique interarmes SGTIA , a company-scale combined arms task force that was detached from a battalion-size groupement tactique interarmes GTIA , or combined arms task force, operating in Chad.
The largest single formation to arrive in Mali as a group was a full GTIA of mechanized infantry that reached Dakar, Senegal, by ship, and then drove the rest of the way. The total force reached roughly 3, by the end of January and 5, by the end of February. Of those, according to the French military, 1, were support personnel, or 28 percent of the overall force.
Army operations consulted for this study indicated that a comparable American force that is, with comparable capabilities would have required a larger logistical tail of approximately 40 percent, suggesting that the United States would have had to field a larger force overall. French soldier sits aboard U. The French deploy in small numbers in part because they would struggle to do otherwise. Their forces are few and are overcommitted to overseas deployments, and they have no strategic lift of their own.
However, the French—perhaps in light of their weak logistical capabilities—arguably have made a virtue of necessity by designing their forces to deploy and operate on a small scale and tailor their forces to meet specific needs. The French pushed modularity to well below the brigade level. They did this in the s as part of a number of sweeping reforms intended to transform the army from a large conscription-based continental force designed to fight the Soviet Union into a smaller, more expeditionary force.
The French understood that in order to pack as much capability as possible into a smaller force, that force would have to be modular and flexible. SGTIAs are composed of a core of four platoons—three infantry and one armored, or vice versa—together with a command element and those support elements deemed necessary, often including some indirect fire capability as well as joint fires coordinators of various possible types.
A captain commands the force. GTIAs are larger, composed of four companies—three infantry and one armored, or vice versa—with a command element and those support elements deemed necessary. A colonel commands. Additional platoons or companies can be tacked on as needed up until the task force reaches a limit of eight.
In Mali, several GTIAs operated simultaneously, each with distinct areas of operation or missions and all under the command of a brigade-level headquarters established in theater, led by a brigade commander. Thus, the French created a provisional Serval brigade.
SGTIAs in Afghanistan reportedly were large and diverse owing to the numerous requirements associated with operating there, which included everything from indirect fire to human terrain teams. For example, GTIA 3, which participated in the Adrar des Ifoghas offensive in northern Mali in February , consisted of three companies one mechanized infantry, one armor, and one engineering.
It also had an artillery component consisting of two Caesar self-propelled howitzers and four mm mortars, communications and electronic warfare elements, and tactical drones. They routinely bring soldiers from regular line regiments together with marines and legionnaires, infantrymen with cavalry troops, sappers, artillerists, and so forth, structuring them into different formations with different command structures on the fly, as the mission evolved. Commanding SGTIAs, for example, is part of the formal training for French army captains, which includes working with officers of other branches to ensure that they know enough about how the others do their jobs to understand how to work effectively with them.
Presumably, collective and individual training of this sort reduces the turbulence that might be associated with cobbling units together on the fly in response to emergencies. The French army operates a vehicle fleet that is well suited for precisely the kinds of operations it conducted in Mali. To be more specific, France has mechanized nearly all of its units, using relatively light, wheeled armored vehicles that can be transported in Cs and Cs as well as driven long distances over poor quality roads and cross country.
While lacking the level of protection of main battle tanks and heavy infantry fighting vehicles such as the American Bradley, the wheeled armor units of the French army provide considerable firepower for their weight class, especially when compared with the U. The French assess that mobility is more important than protection, and they gamble that being able to move quickly provides more protection than heavier armor.
French doctrine emphasizes rapid coordinated movements calculated to maintain the operational initiative—precisely the kind of campaign the French conducted in Mali. This approach worked there, although it is not clear how well French armored units would hold up against a more sophisticated enemy equipped with antitank guided missiles ATGMs or other standoff precision weapons.
We also must wonder if the French would make the same tradeoff if they had more robust logistical capabilities, including a fleet of Cs. The French nonetheless have doubled down on their commitment to light armor as they modernize. For example, Colonel Michel Goya, a leading French military analyst, has argued in the past that perhaps cheaper, simpler weapons would be preferable because their lower cost would enable the army to invest more in quantity and training.
The French now state that their outdated equipment proved less delicate and easier to fix in the field than newer equipment. But not everyone was pleased by the performance of the aging vehicles. Particularly important to the French are the relatively light logistical requirements associated with light wheeled armor. Airmen and French soldiers load equipment inside U. French logistical capabilities, it should be made clear, were stretched to their extreme limits in Serval , even with airlift borrowed from allies.
In late March , a leading defense blogger reported, based on his contacts in the French army, that ground troops were just barely keeping their vehicles in working order. The statements about Serval contain a great deal of bravado, but they make clear that the French had little in the way of excess sustainment capacity. Any savings such as that which might have come from using wheeled versus tracked vehicles probably helped a great deal. Most vehicles arrived in theater by air, but a significant portion drove to Mali from points elsewhere in West Africa.
Once in theater, the French units had to cover a lot of ground. The French army is, for all intents and purposes, a regionally aligned force. Setting aside their long colonial experience on the continent, the French know Africa well. The payoff was evident in Mali, where the French were able to make up for their own small numbers in part by calling upon regional and local allies, with whom they know how to work effectively.
The most obvious example was the 2,man Chadian contingent, which played an important role in some of the most intense fighting in the campaign. What must be stressed, though, is that the French almost certainly knew what they were doing and understood all the pertinent ramifications and risks.
The French, in other words, arrived in Mali already knowing the human terrain and did not have to race to get up to speed. The French operate with the rule that whatever can be sourced locally, should be sourced locally. In the case of water and fuel, the French literally knew whom to call and had pre-existing contracts with regional suppliers. French soldier discusses objectives with U. Soldier during field training exercise in Arta, Djibouti, March 16, U.
A less tangible yet significant factor in French operations in Mali is the expeditionary culture that serves the French army well when operating at a small scale with limited resources. These, it should be stressed, are not SF although there are French marine SF regiments as well as commando-qualified legionnaires but rather general-purpose forces with a long-standing expeditionary mission and outlook.
Since the reforms of the s, however, this expeditionary culture is also apparently true of the historically continentally focused regiments that now share responsibility for overseas deployments and rotate through Africa alongside the former colonials and distinguished themselves in Operation Serval.
Among the aspects of colonial operations that arguably have some relevance for today is the small size of French deployments, the degree of autonomy that unit commanders exercised, the high degree of risk they accepted, and their interest in leveraging local knowledge.
Badly outnumbered and for the most part operating autonomously and without the possibility of timely reinforcements or relief, colonial commanders—often just captains and below—learned to leverage local knowledge. Commanders knew whom to trust, whom to promote, and whom to push aside.
According to a French marine who had been involved in Serval , for example, the U. In contrast, he stated, the French army sees itself as having to make the best of whatever resources may be available. Thus, he explained, planning for Serval was an exercise in thinking through what was and was not available and coming to terms with the associated risk.
The French see fire maneuver as a luxury, something one can do when one has the means. France cannot afford to fight like that, he stated, and besides, it was contrary to the experience of most French officers most of the time, who have to operate in the field with few resources. Waging war on the cheap necessarily translates into risk, especially if one favors close combat, as the French officers above claim.
Insurer Blue Shield of California will run the program and collect demographics on who's getting the shots. Nadine Burke Harris. In agriculturally rich areas, Fresno County has set aside vaccines for farmworkers, while the public health agency further south in Riverside County has partnered with an immigrant advocacy group to inoculate farmworkers.
The plaza in San Jose holds vaccinations two days a week for county residents on a first-come, first-served basis, and people must show proof of age or occupation. Seniors line up well before sunrise, carrying blankets and chairs. Similar scenes played out at a new pop-up vaccination clinic in San Francisco's Mission District, which also has high infection rates. Some doses a day are intended for health workers and seniors by invitation only, but Jon Jacobo, health committee chairman with the Latino Task Force, easily saw people lined up recently, some in their 90s.
Aura Sunux, a year-old immigrant from Guatemala who delivers food and health supplies to homebound clients, received her shot Monday at the clinic. Black residents have received 2. Health officials said working with community groups is key. Riverside County gave more than shots in the farm-rich Coachella Valley by joining with a local group that signed people up, said Jose Arballo, public health agency spokesman.
On travaille sur de beaux projets pour le Max. What's new Some American politicians are still making long-shot efforts to revive the Keystone XL pipeline project, cancelled last month by U. President Joe Biden. On Tuesday, Biden received letters from several parties urging him to reconsider, including state-level Republicans and the powerful Democrat who leads the Senate energy committee.
In addition, a pipeline measure, sponsored by Republican Steve Daines of Montana a few days ago looked like it would pass in the U. Senate but ultimately failed. In a marathon all-night voting session last week, the Senate approved a budget amendment that called for the creation of a fund to improve relations with Canada, related to Keystone XL. The cancelled 1,kilometre pipeline was to have carried , barrels of crude a day from the oilsands in Hardisty, Alta.
Gulf Coast refineries. The budget amendment was an attempt to stick pipeline construction into the massive COVID stimulus bill. Democrats are preparing a pandemic recovery plan via a fast-track process known as budget reconciliation, which requires just a vote majority to pass instead of the 60 votes required for most bills in the U. The catch with reconciliation: it's only allowed for budget bills. So the reference to a Canada-U. In any case, it didn't last long: the Democratic majority removed Daines's measure in a subsequent vote.
Now, Republicans are talking about other legal options. Fourteen attorneys general from Republican-led states sent Biden a letter on Tuesday saying they were reviewing legal options in the pipeline battle. Written by Montana Attorney General Austin Knudsen, the letter accused Biden of cancelling the project without explaining why his move was in the national interest or offering evidence that it will lower carbon emissions or create green-energy jobs.
Nationally, your decision will eliminate thousands of well-paying jobs, many of them union jobs … We were not consulted, and our states' substantial interests were not considered. Senate as a centrist swing vote and as head of the chamber's energy committee. What difference will it make? We've reported that this pipeline is showing signs of lingering as a U.
Republicans keep raising it every day. It was the first topic mentioned by the top Republican on the Senate foreign relations committee, James Risch, in a statement after a phone call this week with Foreign Affairs Minister Marc Garneau. So, what's clear is that Canada's oil patch and pipeline workers still have allies in U. What's less clear? What practical difference all of this might make. Aside from potentially suing the U.
As for trying to push a construction bill through the U. Congress, it's been tried before — and it was vetoed by former U. The coroner's office on Tuesday identified the victim as Meriem Boundaoui and said she lived in La Prairie, on Montreal's south shore. A local school board said it was saddened by the loss of a student and offered support to Boundaoui's classmates. A group that supports grieving Muslim families in Quebec wrote on Facebook that the death of the young Algerian girl has shocked the entire community.
Reached by phone, a representative of the group said it was working to support the family and help with funeral arrangements. Police said the girl was with another person inside a stopped car Sunday night talking to a group of people outside when a second car drove up and someone opened fire.
The girl and a year-old man who was on the sidewalk were hit by bullets, and she was later declared dead. As of Tuesday afternoon, there were no arrests, police said. David Bertrand said the city's police force was "very, very troubled" by what he described as an "incredible human tragedy," and he promised every effort was being made to find those responsible. The drive-by shooting was one of a series of recent crimes that has raised concerns over rising gun violence in Montreal, Bertrand said, adding that police recorded a roughly 10 per cent rise in gun crimes against people between and Bertrand attributes the rise to an increasing "trivialization" of gun use by criminals.
He said the weapons are procured from diverse sources: some imported, some stolen, some legally acquired but later sold illegally. Police have increased patrols in certain neighbourhoods and created units dedicated to fighting gun-related crimes and arms trafficking, he added. Morgan Lowrie, The Canadian Press. The league announced the February portion of its Canadian schedule in a Tuesday release. Stockton temporarily relocated from California to Calgary for the season.
The Marlies and Senators are playing all their February games on the road as the Ontario government has not yet approved plans for them to play at home during the COVID pandemic. Belleville will play four straight games on the road against Laval, while Toronto will split eight road games between the Moose and the Heat.
The Canadian Press. A Quebec judge ordered a Gatineau gym to be locked up after it was illegally kept open for months, but the owner says she feels police and health officials have been unfairly targeting her. Naomie Ceraqui chose to keep her business, Proflex Gym, open during the last four months, despite Gatineau being classified as a COVID red zone, which restricts gatherings and calls for the closure of several businesses, including gyms.
When the restrictions were declared in October, Ceraqui thought she was following the province's rules by having fewer than 10 people working out at a time. But when officers told her a week later that wasn't the case and she was supposed to close her doors for good, she admits that when they kept returning, she stopped answering the door and phone each time they stopped by.
Even if you saw one person, what's the big deal now? You saw one person and what? I didn't bother anyone. I think they go extreme for nothing. For what? None were paying customers, she said. As her bills keep piling up every month, Ceraqui worries she might have to declare bankruptcy, even if the courts allow her to reopen her doors. What's going to be the future of my business?
So, yeah, it was really hard financially and also, what am I going to do after? Officers visited Proflex Gym 11 times between Oct. Despite the previous order, Proflex continued to keep its doors open, according to the most recent court decision. But Ceraqui said she doesn't understand why police and health officials appear to be targeting her business.
Ceraqui plans to fight the closure. She's due back in court next Monday, but said if paying a fine means officers leave her business alone, she's ready to pay. She dreams of a life where she is loved and where she also feels brave. Molly Sprayregen, The Associated Press. Capitol on the day a deadly mob overran it. But it was recalling what she said to him next, after he assured her nothing like that would happen again, that made Maryland Democratic Rep. Jamie Raskin break down. Five people died as a result of the insurrection. Trump is the first president to face an impeachment trial after leaving office and the first to be twice impeached. Though acquittal is likely thanks to Senate Republicans who have remained loyal to the ex-president, the proceedings have greatly raised the national profile of Raskin, who is serving as the Democrats' impeachment manager.
On Tuesday, he punctuated harrowing accounts of rioters laying siege to one the leading symbols of American democracy by drawing on tragedy in his own life. Raskin's grown daughter, Tabitha, and his son-in-law, Hank, accompanied him to the Capitol the next day — Jan.
Raskin recalled how the pair wondered if going with him would be safe given Trump had exhorted his supporters to come to Washington for a rally championing the then-president's baseless claims that he lost November's presidential election because of fraud. Of course they'd be safe, Raskin remembered responding, because "this is the Capitol.
But on Jan. The most haunting sound I ever heard, and I will never forget it," he said. It's hard enough to imagine Stompin' Tom Connors without his trademark black Stetson and cowboy boots. How about as a bare-chested teenager, wearing very short athletic shorts and high-top sneakers? Almost 70 years after Connors posed for Saint John artist Fred Ross, a sketch of the Canadian music icon is being revealed publicly for the first time by the Beaverbrook Art Gallery.
John Leroux, manager of collections and exhibitions for the gallery, said a donor has turned over several of Ross's early sketches, including one that features Connors "long before he put the Stompin' in his name. It shows a young man wearing only high tops and what appears to be a swimsuit.
He was just a person. He wasn't famous. He probably never would have assumed he was going to be famous. He probably thought he'd have a boring … difficult life. Here's this guy wearing his shorts in a mural. In , he was made an officer of the Order of Canada, and in , he declined to be inducted into the Canadian Country Music Hall of Fame.
There was no question he was famous, and he had a love-hate relationship with fame. But in his childhood hometown, and the high school he attended for two years, there's been very little — if any — recognition. That was also the year he bought his first guitar.
She's not sure why so little fuss has been made about her school's connection with such a national musical icon. Principal Michael Butler isn't sure either. Nor has he been given his due from the city where he was born. According to his autobiography, Before the Fame, he often lived hand-to-mouth as a youngster, hitchhiking with his mother from the age of three, begging on the street by the age of four.
By the time he was eight, he was taken away from his mother and placed in the care of Children's Aid. A year later, he was adopted by a family in Skinners Pond, P. Connors ran away four years later to hitchhike across the country, surviving on odd jobs — on fishing boats, picking tobacco, as fry cook or grave digger — as he wandered from town to town While many stories indicate that he continued his musical odyssey across the country, singing for his supper, he actually returned to Saint John in and enrolled that September at Saint John Vocational School, where students went to prepare for work life, rather than for continuing education at university.
Thompson was able to locate Connors's registration card, which lists his date of birth as Feb. According to the card, both of his parents were alive, he lived at 29 Wellington Row, and he had transferred from school in Prince Edward Island, where he finished Grade 8 with a 93 per cent. Thompson said she was "thrown for a loop" at his marks from P.
Thompson said the school's first yearbook didn't come out until , so the only pictures were of graduates. She said the monthly newsletters didn't include any mention of him in sports or musical activities. Connors was enrolled in a "commercial" program, said Thompson, so his school path should not have crossed with Ross, the art teacher.
Perhaps, he said, the charisma that would eventually take him to the national stage was apparent at that time. Leroux said he's just glad for the opportunity to share the product of an unlikely intersection of a locally renowned artist with the future music star, while both were at Voc, as it was often called. And the significance isn't lost on Leroux. After all, many poor families — and Connors's was poorer than most — did not have a camera. So the sketches of a or year-old Connors are likely among the earliest.
Connors himself referred to the murals in his autobiography. He wrote that "when the art department had been commissioned to paint [Humanistic Education] many years ago, it was I who had posed for all the male characters now seen holding their footballs, hockey sticks, basketballs and various other sports equipment. The faces, however, had all been mercifully modified to give each character a semblance of good looks.
Leroux said he was going through the collection when he came across the sketch and instantly knew it was Connors — but not because the sketch is any kind of likeness to the Stetson-topped singer he would later become.

The Associated Press. For the week of Feb.

A Toronto-area drunk driver who killed three children and their grandfather in a crash that captured national attention was granted full parole Tuesday, as officials stressed the need for ongoing counselling regarding substance abuse and other issues. The decision was made as Marco Muzzo, 34, appeared before the Parole Board of Canada in a remote hearing that also heard the victims' grieving relatives describe the ongoing trauma from the crash.
Before the decision was delivered, Muzzo said that while he can't change the past, he hopes to help prevent others from doing what he did. My dad isn't coming home to my mom. Nothing changed for me," she said on Twitter after the hearing. The board imposed a number of conditions on Muzzo, including that he not consume alcohol or go into bars and strip clubs, and that he stay out of Brampton, Ont.
Continuing counselling with his current treatment team on substance abuse and issues related to empathy will also be "crucial" to his reintegration, said panel member Doug Kirkpatrick. Muzzo was sentenced to 10 years behind bars after pleading guilty in to four counts of impaired driving causing death and two of impaired driving causing bodily harm. He is also under a year driving ban.
Nine-year-old Daniel Neville-Lake, his five-year-old brother Harrison, their two-year-old sister Milly and the children's year-old grandfather, Gary Neville, were killed in the September crash. The children's grandmother and great-grandmother were also seriously injured in the collision in Vaughan, Ont.
At Tuesday's hearing, the children's parents urged the board to not grant Muzzo parole, saying he has not truly taken responsibility or shown remorse for his actions. They also asked that should Muzzo be released on full parole, he do so in another province to spare them the stress of potentially crossing paths with him. The thought of him being out on the street frightens me greatly.
I get panicked and anxious thinking about him," Jennifer Neville-Lake, 41, told the board. The idea that three innocent kids have to pay the price for him to learn a common sense lesson about decency, responsibility, and road safety is repugnant. I have nightmares, severe anxiety and have great difficulty traveling in vehicles. I am petrified, that I may run into Marco Michael Muzzo when he is released," he said.
He just regrets getting caught. He acknowledged there were times before the incident when he "potentially" drove impaired, though he said he did not think so at the time. When pressed by the panel, Muzzo maintained his drinking was "manageable" and his life "under control" prior to the crash, despite a number of speeding infractions and one instance of public intoxication. Muzzo nonetheless said he takes full responsibility for the deaths he caused, naming the victims one by one.
Asked whether it was the first time he had said their names publicly, Muzzo said he couldn't recall, noting he has made several public apologies. Muzzo said knowing he caused the crash feels "terrible.
The panel heard Muzzo has support from a number of family members and friends, and intends to continue working for the family business on his release. Muzzo was previously denied full parole last April, though he was granted day parole at that time. Paola Loriggio, The Canadian Press. Sapphira Charles is an architect, an artist, performer, and an activist. It was the racist incidents — both globally and locally — this past year that prompted her into action.
She has organized and led several anti-racism protests and marches in response to racist incidents in the community to raise awareness and offer support. That incident led to widespread protests against police brutality and racism across the United States, Canada, the United Kingdom, and Western Europe. Soon after, more and more racist incidents kept leaving Charles in a state of confusion, anger, and trauma.
While those two known incidents took place in the United States — here in East Toronto there was no shortage of racism. As activism against racism grew, it also emboldened racists. In the last year in East Toronto, nooses were found at a Michael Garron Hospital construction site on more than one occasion where Black employees worked. In December, a year-old man was arrested and charged for the incident. In August , an year-old Black boy playing with a toy Nerf gun in Ivan Forrest Gardens park in the Beach had the police called on him.
In September , posters and banners against racism and hate that had been put up in Dentonia Park after a community rally were torn down. And just recently, this month, a Black History Month art installation outside of the 55 Division police station was vandalized. Despite the community not having a large Black population, Charles said she had to do something.
It inspired her to take over plans for a Black Lives Matter protest in Beach. Once marchers arrived at Kew Gardens, a handful of Black residents shared their own personal stories with racism. She received overwhelming support from the community, from residents of all backgrounds. Following the incidents mentioned above, Charles went out again to protest with local support.
Whether a march, a protest, an art installation or a dance rally, Charles has been committed to bringing awareness to not just racism, but also misogyny, homophobia, and other forms of social injustice. Charles has started a newsletter for group members, offering anecdotal reflections, hopeful messages, and a sobering reminder of the realities that still exist for BIPOC Canadians.

A Progressive Conservative MLA is endorsing the auditor general's criticisms of a ranking system for school construction projects that saw a new school being built in the riding of Education Minister Dominic Cardy. He said she should have been told that it existed and that "it was used or seen to be used as leverage to have a school built in a certain part of the school district.
The department refuses to incorporate the tiering system into its QBL calculations. So her staff asked the department for evidence of how the tiering system ranked a Hanwell school "the number one pressing problem" for that year's capital budget. The Quadruple Bottom Line system uses a range of quantitative factors to measure which construction projects — whether new schools or midlife upgrades — should be priorities. In her report last fall, Adair-MacPherson said her auditors were a year into their review of the QBL system when they learned of the separate "tiering" system.
It awards extra points to proposed schools in areas where there's a lack of class space and a growing population. Auditors were at first told that the calculation that boosted Hanwell's ranking was an error, she said. Then they were told it wasn't actually an error but "a change in methodology. Cardy angrily denied that last fall and said Adair-MacPherson was injecting "narrative flourishes" into her report and "spreading information that is bluntly incorrect.
Carr said the year-old Oromocto High School, attended by many students in his riding, was high on the priority list for a midlife upgrade until it was "pushed way over to the side" by the introduction of the tiering system. Asked Tuesday about Cardy's criticism of her audit, Adair-MacPherson said she was not blaming individual politicians.
I do not intend to go there, ever. She said there was no written policy on the separate tiering process until her office began asking for documentation. Gavin Newsom recommended Tuesday. California led the nation in tough-on-crime policies 30 years ago, but in recent years has been among the states at the forefront of easing criminal penalties.
Two lawmakers on the committee announced they had put some of the recommendations into legislation that would have to pass the Democratic-led Legislature and be signed into law by Newsom. The committee, made up of current and former lawmakers, judges and academics, aimed for broad impact with its unanimous proposals, including addressing racial and economic disparities in traffic tickets, where unpaid fines can turn into a mountain of debt and eventually a jail sentence.
Members recommended that driving without a license and driving with a suspended license based on unpaid fines be reduced from misdemeanours to infractions, with lower fees.
